The main idea is stabilizing the pole structure before applying the load of the conductor. Guy wires are there to resist lateral and bending forces on the pole. When you pull and tension the conductor to its sag, those forces increase. If the guy wires aren’t tightened first, the pole can tilt, shift, or misalign, and hardware or insulators can be stressed or damaged. By pulling the guy wires to their proper tension first, you lock the structure in place, ensure the pole can handle the upward/downward and side forces during sagging, and achieve the correct clearance and span. After sagging, you can make any necessary adjustments to maintain proper tension on the guys.
